Performance management and measurement enable to improve strategy implementation increase organizational competitiveness. The literature review desk research confirm that the design of a performance system is an issue because redefinition project environment conditions complexity 4P. should be continuously developed during exploitation. Main objectives paper are propose framework set measures could applied in project-based organizations. assessment proposal result qualitative empirical studies, interviews, participatory observations. considers its context, including benefits occurring outside – on program, portfolio, organization levels but being execution. incorporates simultaneous supplementary utilization quantitative measures, financial non-financial describe various fields evaluation: finance, production, procurement, product quality, social, marketing product, legal, natural environment, client, other stakeholders’ satisfaction.
